Fixed Issues for On-Premises Appliance Version 117.0.0

The following fixed issues are included in this release.

400693	A new alarm is raised when the maximum number of syslog connections used for log uploads is exceeded. An updated SNMP against this software release is required for SNMP traps against this alarm.	Fixed.
419281	Time zone configuration changes caused auto-upgrades to fail.	Fixed.
421113	Auto-upgrade alarms weren’t cleared if the appliance had the latest version of the package.	Fixed.
424487	The CLI might take up to 5 minutes to return after restarting the diagnostic agent service on the appliance.	Fixed.
443307	The log volume count in the UI showed the incorrect information.	Fixed.
453318	Using “scp” to transfer log files to parser directories under home/nstransfer/upload was not possible.	Fixed.
466800	Disabling the diagnostic agent in the shell triggered the “diagnostic_agent_status” alert and resulted in false alerts.	The “diagnostic_agent_status” alert was replaced with the “diagnostic_agent_health” alert to prevent this issue. The new alert serves the same purpose as the old one.
