Fixed Issues In Hotfix Release 115.1.1

During the app reinstall or update, an invalid or empty config from install referrer can wipe out the existing config. Fixed this issue by adding config validity check before it is applied to the Netskope Client app.

When AOAC wake up occurs, these messages must be sent to the UI in the order of arrival which currently is not happening and hence the UI did not show the right status. This is now fixed.

Adding a new account uses QUIC-based network connection, which is not supported by the Netskope Proxy.
