Fixed Issues in 23.11

Here is the list of fixed issues in the 23.11 version release.

2278	API, Security	Fixed an issue by adding private IP address validation for IP List, IP Range and Subnets fields in the OpenVAS scan. This will restrict the users to enter only private IP addresses for the scans.
1309	API	Fixed an issue and now the chart and table shows the same number of Alerts/Risks/Devices. Previously, in the dashboard the number shown was different than what the number was when you click on the detailed page.
